MV Refresh has stopped using parallel

Oracle RDBMS 12.1.0.2

I know I've overlooked something, but I sure can't see it.  One of my rules is to not compare performance of something between environments because it's make you nuts, and instead, concentrate on making your problem environment better.  In this case, though, I have an MV Refresh in development, acceptance and production that has been refreshing daily for years, always about the elapsed time.  On Tuesday, April 18, the development environment started taking 3x longer that it has before.  It continues today.  I'm having trouble putting my finger on the cause.  One thing I can see when I look at
