Image versions of the db nodes and cell nodes

Customer has a full rack X4-2 and the db nodes are at version 12.1.2.1.2 and the cell noides are at version 12.1.2.2.1.  I suspect that the cell nodes were updated but not the db nodes.  First question is, is this allowed?  Second is, it is a best practice?  I'm think it's not.
