Siebel IP2016 User Interface Issues

I am performing my first test run of the IP2016 upgrade from 8.1.1.10. I have completed the software install & IRM tasks and have been able to login to the system. However, the user interface looks completely wrong.

The oracle image is ABOVE the file menu, the file menu has a blue background instead of black, the buttons that are supposed to be under the image / file menu (like for site map & reports) are missing as well as the fields and images to the right of the file menu.  Also, the icons on the Screen Tabs (like Home, accounts, contacts, opportunities) are missing.
