Cannot retrieve repository metadata (repomd.xml) for repository: ol6_x86_64_softwarecollections

I'm trying to add the Software Collections repo to Spacewalk 2.4. As required here: https://docs.oracle.com/cd/E37670_01/E59096/html/ol-scl-install-config.html

When I manually sync I get the following error:

cat /var/log/rhn/reposync/ol6_x86_64_softwarecollections.log
