Consolidation of Published Process Unit

HFM 11.1.2.3 Process Control Security Question

Hi Everyone, we are using HFM 11.1.2.3.503 with phased submissions - 3 phases and 4 review levels.  A security question came up.  We have a user who has RL2 access and Modify All to the Scenario and Entities.  The process unit has a status of Published.  In a Consolidation Data Grid, the option to consolidate is grayed out - as we would expect.  In the Process Control Grid, the option to Consolidate is available and will run - we expected the consolidate option to be unavailable here also.  We would like to prevent consolidation on the process unit if it has a status of Published.
