License Plate Dimensions (Capacity)

How can the dimensions of an Item not be used to determine the Gross Cubes of a License Plate? Example, 2 rolls of paper (child LPNs) are stacked on a Pallet (Parent LPN). Each roll of paper is 25" high. So the height of the Parent LPN is 50" + the pallet height (~5 "), for a total of 55". Shouldn't the system look at the dimensions of the Item to determine the Gross Cubes of a Pallet when checking if a Location has enough capacity? Is it possible to use the Item Dimensions during Capacity Checking?
