We have planning workflow which is using bottom up hierarchy.

Below is workflow

A(Reviewer)->B (Reviewer)

B(Reviewer)->C1(Owner of same unit)

B-(Reviewer)>C2 (Owner if same unit )

We start planning workflow and all looks good.

C1 and C2 are able to lock and send data.

Issue :

When C1 takes ownership C2 is not able access unless C1 passes it to C2.

Can we have option where both C1 /C2 are able to lock and send data.
