Difference in EAI Object Manger, High CPU and Normal Memory Utilisation

We have two Siebel servers. And the observations are as below.

APP1 Utilization:
CPU :65%
Memory: 48%

APP2 Utilization:
CPU : 50%
Memory: 44%

EAI Tasks:

APP1: 20

APP2: 9

What are the impacts of having the above figures. Should i change few settings to make the EAI Tasks and CPU Utilization equal?
