E1 9.1 Turning Off a Work Center

How do you turn off processing work orders through a particular work center?  This question came from senior management and I have not been able to find a document that covers this specifically.  We have multiple work centers that can perform identical operations on our sub-assemblies.  The routing master lists all possible work centers that a particular sub-assembly can pass through, although only one is selected as the primary (standard) which has run hours (the other work centers show zero run hours for costing purposes).  If one room is undergoing maintenance or some intensive cleaning or validation process how can
