Configuration Owner while creating a rax

Hello Experts,

I have created a regime and now trying to create tax under same regime. But when i go to configuration owner lov, there am only finding option as "Global Configuration Owner". Also i want to find our legal entity and operating unit.

Also please let me know the difference selecting between own legal entity and global configuration owner.
