Enterprise Manager for oms plugins 13.2.0.0.170430

Hi,

I am trying to install the above mentioned system patch, and associated agent patches, on my 13.2 Enterprise Manager system. 

Some of the bundle patches (Database plugin - patch 25197692) require that the system patch from December 2016,  OMS-Side 13.2.1.0.161231 (25197714), being installed.

My questions are therefore,

1. are the system patches not cumulative like the agent bundle patches, or does one need to install every system patch, from December 2016 - April 2017,

2. would i need to install them in order, being dec, then jan, feb, etc.
