In GL Users can unapprove a Journal that is already approved by the Manager. Is there a way to grau

In GL User has the ability to Unapprove a Journal that has already been approved by the Manager and subsequently delete the Journal from the system. We plan to prevent Users from accessing the Unapprove button(see screen shot) by Using Form Personalization by "Grayout" the Unapprove button. I appreciate if anyone can share the steps involved in this Form Personalization
