oem 12.1.0.5 recommends Patch 25476126 on stand-alone dbs?

My 12.1.0.5 console popped up with the patch recommendations to apply:

Patch 25476126: GRID INFRASTRUCTURE PATCH SET UPDATE 11.2.0.4.170418">

Patch 25476126: GRID INFRASTRUCTURE PATCH SET UPDATE 11.2.0.4.170418

Problem is it is suggesting that I apply it to a bunch of stand-alone dbs.   Seems broken.
