Client installation for Forms 12cR2 access

We are in the process of configuring a Forms 12cR2 server.  We have such strict security policies in place on our workstations that it is doubtful .jar files will be able to download to the client's machine.

What files are required on the user's workstation, besides a current, supported Java client, to access Forms?  I'm attempting to verify the successful configuration, but even my servers are unable to download or install any necessary .jar files; and I have administrator rights.  I would like to prestage needed software on a user's computer when they first request access to the system.  What are all the necessary files and their locations?
