12.1.2.10.0 patch and 12.1.0.2.170117 PSU's

Anyone running into this error patching to the 12.1.2.10.0 patch?

I have a ticket open with support but it seems like for us, the non database portion of ODA patch is working,  but when we get to the db portion it's giving us a

ERROR: Unable to apply db patch on the following Homes : /u01/app/oracle/product/12.1.0.2/dbhome_1

According to support :

3. In a ‘patched’ environment to ODA 12.1.2.10.0, the existing database can be updated to 12.1.0.2.170117, 11.2.0.4.1161018, or 11.2.0.3.15. <<<<<< [This is not accurate...]

[Here's why:]

There were no base clone files for 12.1.0.2.170117 or or 11.2.0.4.161018 or 11.2.0.3.15.

[This means that, in order to apply the patch for 12.1.0.2.170117, a new home needs to be created]:
