Item ledger (F4111) and Item Location (F41021) not updated when issuing item on parts list with zero

Hi,

         When issuing an item on the parts list (not unplanned) with order qty = 0 using P31113, the transaction was updated in F3111, but it did not update in F4111 and did not adjust qty in F41021.  We have recently upgraded to 9.2 from 8.12.  Is it a bug?  Is there any solution to this issue?  Thanks.
