Remove Unfreeze Action in Buyer Work Center

Does anyone know how to remove the Unfreeze option from the dropdown box in the Buyer Work Center OAF page (please see screenshot below)? I have looked at functions, OAF personalizations and Purchasing lookups such as PO_DOCUMENT_ACTION but nothing worked.
