Inventory Items (APC/PLM/PIM) - EBS (MOSC)

Item categories and item catalog are greyed out

We are using ebs version 12.2.4

In the item form when search for item and go to tools, categories and catalog are greyed out.

I went to menu and added the function below:

Items: Item Categories

Items: Item Catalogs

After recompile the menu, I am able to see categories now; however, catalogs is still showing greyed out.

Am I missing anything else? Gurus, please advise. Thanks.
