Lookup Else Estimate Not Working

After upgrading to version 6.3.7 ,'Lookup Else Estimate' rate distance is now not working as expected .It is only  working as ‘lookup’ and not calculating distance when we don’t  define the lookup even if lat-log is present in locations. In short Lat-Log distance calculation not working for ‘ Lookup else Estimate’ .The distance between stops in shipment is getting populated as 0.Please help if somebody has faced the same issue.
