Bundling is not proper in OTM If some order fails in bulk plan

We are facing an issue where if One or more order fails in a bulk run then all other deliveries for that destination creates One Shipment each for every delivery.For Example if 10 orders are there in a bulk run and we have an equipment where all 10 can fit in.If no order fails in bulk run then bulk plan creates 1 shipment for 10 orders.But if One order fails in planning due to some issue then other 9 orders are creating 9 shipments.Please share if someone has any insights on this.
