Require New Version for Edits Discussion

If you do not select Require New Version for Edits under the business unit definitions configuration, should I be able to edit an event (ex: update a header bid factor, add an addition bid factor) while the event is running (assuming security is setup correctly)?

I just trying to understand what the edit icon on the workbench allows you to do.

Currently running version 9.2, image 17.
