Issue with Oracle BI Publisher 12.2.1.1.0 not presenting complete data in reports

We recently upgraded from Oracle BI Publisher 11g to BI Oracle BI Publisher 12.2.1.1.0 as part of an EPPM Upgrade from 8.2 to 16.2.4.  The reports were not migrated in the upgrade, they were FTP'd to the server.

We are using SQL Data models and BI Templates for the reports in an xlsx format and the reports are randomly missing approved time sheet hours from the resource hour table.  Is anyone else having this issue or have you heard of this issue?
