How to set the attachment size limits for all the groups ?

How to set the attachment size limits for all the groups ?

i want o set attachment size limit as 5MB for all groups i have.  means if someone send email any group like group1 more than 5 MB that email should not be delivered to that group and an notification message should go on to the moderators/group admin for approval. if he/she approve that message then it should go.
