Enterprise Manager 13c R2 - normal user should startup and shutdown the database & listener

Hi guys,

i've installed the Enterprise Manager 13.2.0.0. Everything works fine.

But i have a requirement, that some support users should startup & shutdown oracle database + listener. Also they should manage the database objects like tables,indexes, trigger, etc with the EM. But only for some specific database instances!

Which role should i assign? I've tried a lot, but my results was not as expected
