where to download Report/Forms/workflow builder for EBS R12, win 7 64 bit client?

We're using EBS R12.1.3 applications, my pc is Win7 version 6.1 (build 7601, service pack 1), 64 bit, could you advise where is the link to download the proper and free version of builders for Report/Forms/workflow? I tried a few download in Oracle website, but unsuccessful.
