Zero Price Line in SO

Hello,

I am having issues with Zero Price line setup in Sales Order. I have tried creating a Zero Price line in Sales Order by following this doc - Document 1399619.1 (Created Order Detail Groups & Price Adjustments)

But for some reason, when I try creating the order, its not overriding the price to Zero. Am I missing any additional setups? Please let me know.
