AP Prepayment Selection - Long Address Book Number

I am working with AP Prepayments and I am trying to understand why the Prepayment Selection (P0411P) application is looking for the Long Address Book Number (ALKY) in the header instead of the Payee Number (PYE) or Address Book Number (AN8)? Thanks.
