Not collecting tax from Customers

Hello,

We are using 12.1.3 and one of our sites in US say they don't collect tax from any customer so they don't want the tax calculate for manual debit and credit memos. I understand Self Assessment /Reverse Charge cannot be used because is only for AP.

What can be used for AR?

Any help would be greatly appreciated.
