RPAS 14.1 - Real measure data type

This issue is bit strange. It seems I am not able to enter high number into a real measure (1 billion). when i looked into the measure specs the value range for that measure is between 1 and 99 million . We are sure that we have not updated it anywhere, nor there is any style precision that is put into.This seems bit odd.  Could anyone point me where the problem might be .  I looked other real measures specs and they all seems to be correct with the rpas default data range.
