Oracle Physical Inventory Mobile applications

Is it possible to use the Mobile Physical Inventory application to take a physical inventory if you are using blank tags?  We do not want an item assigned to each tag, we want to make that assignment while counting.  Example I would like to scan tag 123 for item ABC with a quantity of 5.  I also want to scan tag 135 Item ABC which is located across the aisle but in the same subinventory for a quantity of 20.  Can this be done in Mobile applications or in any standard Oracle Physical Inventory?  We are testing Oracle 12.2.5.
