Hot Spot in Message Center Doesn't Display (P3210)

Hello! E1 9.1 and wondering why hot spot information doesn't show up like all the documentation says it's supposed.  Processing options on P3210 reference the desired hot spots but all I see when I validate order is validate configuration.
