Running Tasks for Non Admin - Can it be re-enabled as DocID 2113384.1 suggests?

Seeking to get some clarification on the below document;

After Oracle made the (ridiculous) decision to remove the access to Running Tasks for Non Admin users in 11.1.2.4, we were told there is no way to re-add this feature back into HFM. Ideally we would love to have it re-enabled.

Can this really be done by editing the above Property?

Any inherent side effects that we should be aware of before testing this out?
