tools workflow status gray out in order form

We are using EBS version 12.2.4

In the order management super user, when go to order organizer or sales order form to search for sales orders and go to tools and then workflow status it will take it to the workflow page to view the status, in other responsibility this tool ->workflow status if gray out. It is saying function not available please contact system administrator. Which function does the other responsibility missing in order to be able to view the workflow? Please advise. Thanks.
