Lowering the number of review levels in ARM

Hello,

I am on version 11.1.2.4.200.  We currently have 3 review levels in ARM and I want to change it to 2 review levels.  I get an error "Maximum Reviewer Error", see image below.  Any ideas on how to lower the review level?
