How to extending table to fixed rows?

Dear erverone,

         I want to do a report using BI PUBLISHER,this report is about employee's educational experience.

         Everyone's education experience is different, for example, some people read the university and read the master, doctor ect, but some people only read the university.

         That means  the number of each person's education experience is not the same.

         But I need to fix the layout,erveryone must have 6 lines, If some people only have three educational experiences, then use the blank line to expand to 6 lines.
