MPS/MRP is not creating WO messages

Hi,

we entered forecast for one item (FG item) with 500 quantity.

There was no any open sales order and Purchase order.

The available quantity in system was 60.

We ran MPS/MRP (R3482), the generation went successful and we saw messages in P3411.

The message generated was action message.

Could you advise why it did not generated message for work order.
