Setting up Auto Escalation to the managers on the service request that was over due

Hi,

I want to know how to monitor the Service Request End Time and the module that triggers an automated Escalation emails to the managers stating that the "Service Request(Service #) is over due".

Kindly assist me with adequate information for doing the same mentioned above.
