Not able to check out or view files in ISS viewer

I have to download some files from ISS for some investigation into customer issues. But i am not having the privilege to do that.

In Doc 1803538.1 for ISS Viewer , it is mentioned as

. A user must be the owner, co-owner or have the "access Engagement" flag set to Yes in order to access the attachments for an Engagement. If you do not meet this criteria for an engagement, you will get a message in ISS Viewer such as:

I am getting the same message

User is not authorized to view file for context type:BUG context number:<bug no> collection:files.zip.
