Failure Codes against Asset Routes

I created an asset route. The asset group for that asset route has a failure set against it with required failure codes.

When creating a work order for that asset route, the failure information is greyed out with required set to no. When completing a work order, there is no failure information section.

I believe I know the answer for this, but is this by design or a bug?
