Why does depreciation reporting table hold this zero dollar entry for the activity switch 1?

We see that the Depreciation reporting table  has two types of entries for the same period. One set for all the active switch. It also has entries for inactive switch with depr amount as zero dollars These type of entries are created in depr reporting for the transfer rows. Can anyone explain why these zero dollar entries are created?
