Credit Limit Approval not working for new customers

I have the credit limit approval set up for customers. If I make changes to credit limits for existing customers then it does go for approval and work as intended. However, if I create a new customer and credit limit then the credit limit does not go for approval. I have to first create the customer and then revise the credit limit before it goes for approval. I would like the credit limit for new customers to also follow the workflow approval.
