Getting data into EBS from Vendors and External users

We have a Government customer with the following request for data interface to EBS.

The CU has special customers getting data into Oracle EBS (for example AR, PA).  These are NOT employees of the Customer Org.  They are small outside districts that they service to a limited degree.

The key point for these external users is that they do not have access to Oracle EBS. 

Currently they use ‘smart’ spreadsheets to help format data into a .CSV formatted file. This file is securely FTP’d to CU server where BPEL picks it up and processes the file.

What are the alternative to do this process efficiently? The data need to be formatted [may be thru some standard tools] and get loaded to Oracle. Current process is working fine but CU is looking for another option where an Oracle supported tool does this end-to-end without having to get login/link to EBS direct.
