DBCA Configure Database Option is Grayed Out on 4 node RAC cluster on Exadata

Dbca on a 4-node RAC cluster on Exadata. When the dbca starts, the only available options are Create Database and Manage Templates. Everything else is disabled (grayed out). I need the Configure Database Options option.
