approvals units assignment

I set up 4 Approval Units with different owners and approval path. When I tried to Assign the planning units to Scenario/Version, the first Approval Unit works fine as the Scenario/Version drop-down windows showed the members as selectable. However,for the other Approval Units, only Scenario is selectable but the Version which was already selected by the first Unit (Version = Working), the Version drop-down for Working is grayed-out. Why is this happening? How can I get my other 2 Units to be properly assigned? Thanks.
