Timecard Automation Change Ruleset IF/THEN Operator

in 9.2, under the Change Ruleset it has the IF/THEN statements.  Under THEN section, when I click "New Line" it defaults the AND as the operator, how do I change that?  I see existing data from 9.0 that has a combination of AND as well as OR as its operator.  Please advise.

Also, due to the code change I need to insert the ANI at the beginning of the statement.  Is there a simpler way of getting that done?  I can't do a import as the operators cannot be set that way.
