I am getting an error "Cannot Start Webserver" when I launch E1 from JD Edwards 9.2 Standalone. Plea

I have installed JD Edwards 9.2 Standalone successfully on my laptop.  The OMW works fine. I can view table rows in UTB. However, when I launch EnterpriseOne Web, I am getting "Cannot Start Webserver" error per the attached screenshot. I did not find an answer to this specific question for JDE 9.2 Standalone on Oracle Support "Knowledge". Please help.
