wsh_delivery_details.released_status is null

In our backlog there are several lines where the oe_order_lines_all.flow_status_code is displaying status like SUPPLY_ELIGIBLE or PRODUCTION_OPEN but there is no status in wsh_delivery_details.  It is not consistent as other order lines do have a record.

What triggers this behavior?
