FDMEE UPGRADE: No role has been provisioned for the user'

After the upgrade (FDMEE 11.1.2.3-> FDMEE11.1.2.4) we get that no roles have been provisioned:

If I give the user admin rights there is a small change (Though we are still getting that no role has been provisioned, but we get access to Security)

But weirdly the UI selection is empty (?)

Reports, Batch, Custom Script are being shown accordingly

We have moved the DBs from one server to another. HFM is working fine, but FDMEE has this problem
