OSC 3.3 : waiting for quorum

Hi Expert,

I have two nodes cluster that currently  either one is not booting up in cluster mode

webdb01                                         Online

webdb02                                         Offline  *

observing at messages on webdb02 the cluster still waiting for quorum :

May 20 21:10:55 webdb02 genunix: [ID 980942 kern.notice] NOTICE: CMM: Cluster doesn't have operational quorum yet; waiting for quorum.

in my solution, i already performed the following steps but not success  :

webdb02#reboot -- -x

webdb02#cd /etc/cluster/ccr/global

webdb02#cp /etc/cluster/ccr/global/infrastructure /etc/cluster/ccr/global/infrastructure.bak052017

webdb02#vi infrastructure

Change the value of “cluster.properties.installmode” from disable to enable
