upgrade database before or after apply PSU ?

Hi,

i m planning  upgrade  from 11.2.0.3 + psu 15  to  11.2.0.4 + psu 17.  i  installed 11.2.0.4 software.

i want to ask that ,  Should i do ?

upgrade database on 11.2.0.4 and after that  apply psu 17  ( more downgrade time ) or

apply  psu 17 to  11.2.0.4 ( ready patched software ) before,   and after that   upgrade the database ( apply post installation instructions  of psu 17 )  ?

What is the best practice ?
